Hi, I've tried the ppa package, and no, it doesn't have any trouble using pulseaudio. That's 1.3.32 at the moment. Also, I seem to have this issue dating from the release of wine 1.3.30, when I think the new mmdevapi was implemented.

Update: PulseEffects now also has an Ubuntu PPA (for Ubuntu 18.04 and 18.10). The PPA has a newer PulseAudio version (because PulseEffects recommends PulseAudio >= 12) so keep this in mind before adding the PPA. Upgrading system packages may cause issues!
