After doing that Digital Surround 5.1 (IE958/AC3) shows up in pavucontrol, but upon selecting it pulseaudio just seems to crash and restart, in effect making it impossible to use.

I am trying to output digital surround audio through digital SPDIF output, I understand that the default SPDIF output is on PCM format which is stereo only (not 5.1 surround). I did install the AC3 plugin using the below as a reference, however even after selecting "Digital 5.1 Output" profile, I don't get any audio output at all.

You need some small piece of alsa configuration so pulseaudio can properly autodetect your spdif output as well as leverage alsas encoder to do the actual work. On any debian-like system (and probably others too) you can just install a *RECENT* pulseaudio (>= 0.9.23) along with pavucontrol and put this piece of config into your /etc/asound.conf
