I am certain that it is reclock because when I configure MPC-HC to use any other renderer, these dropouts don't occur.

It worked pretty well, but given everything you are contemplating, I suggest you u pgrade your DAC instead. :-) Some DAC's have reclockers built in, such as Schiit. Some function very well without them, like Mytek.
