So I gave the audiograph message to Slackjaw, and after playing it he thanked me right away for the combination for the safe. He told me he'll give me the key to the Captain's Chair Hotel but I never got that key. Also: the task "(Optional) Return the audiograph to Slackjaw" is still listed in my tasks, it's not considered completed.
