The Roku 3 is plugged directly into an old (2011) LCD TV through HDMI. When I check the audio settings on the Roku 3, it is set to Auto (Stereo). The only choices are Auto (Stereo) and Stereo. I'm guessing that is the issue, but I don't know how to resolve it.

Go to settings on the actual television, not ROKU. Adjust the "sound out" setting (not to be confused with the "sound mode"). Now make sure that setting is the same as whatever speakers you have, such as "internal TV speaker," "optical," etc. You may want to set it to something other than the correct one, then back to the one that is correct.

Roku setting is Audio Auto, HDMI tried all settings including DD+ and auto. Tried plugging Roku directly in to TV HDMI using ARC and tried plugging directly in to AVR HDMI input.
