As far as a speed control, I've never heard of that. You are the first person that ever brought that up. Nero is a CD "Burning" program, not a CD playback program. Nero, like all CD burning programs has an option for the burning speed, but nothing that I know of for playback speed. I have Nero and don't see any playback speed options.

The reason the angular velocity decreased as you went farther out on the CD is because the linear velocity stayed constant. The laser can only read a certain number of bits off the CD every second, so if it kept rotating at the same angular speed as the laser moved out, it would actually be trying to read more bits than it should.
