Muting Runescape from Windows audio mixer make no difference. Muting Windows entirely makes no difference. Turning the sound off of the monitor directly makes the noise go away (shocking, I know.) Static does not happen while I'm in lobby, only while I'm in game. Going to lobby makes the noise immediately go away. No other game I play causes this noise.
