Most if not all soundcards have line level I/O to make it compatible with other gear. A few cards have amped outputs along with the line I/O but it is far from all. There are many cards under $100 with line level I/O. Look at any of the Xonar entry level cards or cards from other companies. Line level is the industry standard for audio I/O.

You may have better luck reading that info, and measuring the card's performance yourself. A typical line-level audio signal is around 0.5 volts RMS. The microphone input is much lower - several millivolts. A good sound card will have headroom for higher sound peaks, but different cards will clip (or be damaged) at different levels. Beware, most sound cards block DC.
Sound card input voltage range? | diyAudio

Stick to 0.5 Vrms or less into the 'line in' input. Don't use it if it's only mic input ! Most laptop users use an external sound card ( USB audio ) like the M-Audio Transit for measurement/recording purposes. Even that has limited input I think. Might be 0.775 V or so.
