Just replace it with the one in your game folder here: "C:\Program Files (x86)\Steam\steamapps\common\SpecOps_TheLine\Binar ies\Win32". The sound for the intro of the game still doesn't work for me but the cutscenes all work fine for me now. Hope this helped. Thank you. Replacing this file fixed the sound for me.

Sep 28, 2016 @ 2:32pm. According to PCGamingWiki, that is due to needing to DL and install binkw32.dll. First, check to see if binkw32.dll is in the Binaries>Win32 directory of your game install. Even if it's there though, it could be corrupted, or being conflicted with by another program (read below).

Another solution: if you have other games installed too, chance is they also have the binkw32.dll, so replace the Spec Ops dll with this one.
