I'm actually using Ubuntu 12.04, but I've noticed a somewhat similar issue. The skipping occurs for some time, and then play speeds of any audio file (local or via network) changes about 2x. I noticed this when playing videos online, and initially thought it was Flash screwing up, but a restart of the pulseaudio daemon seems to temporarily fix it.
