I've had the problem in 12.04. I now have 12.10 and vlc 2.0.4 and it seems even worse. Installing phonon-backend-vlc only shorten the static noise to 10 seconds at the start of play. So it was only partially useful. I then went into Tools > Preferences > Audio and set Output module: to ALSA audio output.I remember reading about this solution before, but it does not always work.

This is a 64-bit system just upgraded from Ubuntu 11.04. Wasn't using VLC before, and videos worked fine. Now with VLC videos skip forward rapidly (as if they had no awareness of the clock) and have no sound. This is true for embedded videos on web pages with both Firefox and Chrome. I have no idea how to pinpoint the problem.

I used Crouton to install Xubuntu 12.04.4 LTS with the XFCE environment on my HP Chromebook 11.
