I had the same problem yesterday when I did the upgrade to 13.10, the "pulse" folder was owned by root and pulse audio fail to open it. ctrl-alt-t (open a terminal) gksudo nautilus /run/user/(User ID)/ My user ID was 1000 but I do not know if it's the same for everyone. Inside "/run/user/1000/" delete the "pulse" folder, close nautilus and restart.

It is definitely the software issue, I have dual boot on Dell XPS 12 Haswell (XPS 12 9Q33) with Win 8.1 and Ubuntu 13.10 and on Windows this issue doesn't exist. The noise is only heard when there is no audio playback or if volume is not mute.
