I noticed that if I play a video or audio with pavucontrol open, the latency stays pretty close to 0 but if I close pavucontrol the latency goes back to around 35ms. A potential cause of the issue could be that on Kubuntu there is already a version of pavucontrol that comes with the system but you are unable to do negative latency offsets with it.

Ubuntu Studio comes with many audio tools and the low-latency kernel. The main thing for pro-audio is to avoid going through pulse at all costs. Use Jack to route your audio. I tend to install Ubuntu Studio and immediately remove pulse (not sure if this is possible with Ubuntu 16, but I'm currently on 14).

TLDR - Audio sort of works but not really, only stereo works despite selecting 5.1. Some Apps have no audio output at all. In both Ubuntu and Arch (Plasma) I see 2 Audio devices: GK104 HDMI blah Built-in Audio Digital Stereo (IEC958) (I've also tried turning this off in the GUI, it no longer shows in the list) I want to use HDMI in 5.1 Surround.

Just see if it is registered as a class compliant USB device, and if the system settings in Ubuntu see it as an audio device. If yes, then you can go on with the low latency kernel, Jack, and so on.
