The VIA HD Audio Deck is the configuration utility. It lets you set number of speakers, change jack functions, setup an equalizer,etc. Windows 8 didn't have driver for my onboard VIA sound. ASUS only had Windows 7 drivers, they worked in compatibility mode though. VIA had actual Windows 8 drivers so that's what I used.

Okay people, turns out the problems weren't dodgy drivers but the end user AKA me, being a tool. The VIA drivers for my mobo don't have a dedicated Audio Deck so to speak. p5bdkw as you suggested there was an EQ in the sound settings.
