I have Windows 98 (not SE) and have been struggling to get audio to work, but I've finally got it functional. I added the sound.virtualDev = "es1371" line to the vmx file. Then I downloaded the 95/98 1371 drivers ("ensoniq.zip") from sound-drivers.com. The initial install didn't seem to take, so I manually updated the driver via Device Manager.
