I recently upgrade from windows 7 to windows 10 and immediately noticed that my CPU was consistently running at 99% and that svchost was tagged as the source. After some investigation I found that the underlying issue was the windows audio service. By disabling the service the CPU dropped back to 2-3% usage with just background processes running.
