Windows is not recognizing this PCI device as a sound card, which it is. There is nothing wrong with the sound card but now XP is detecting that that it has a new device when it boots but not applying the installed sound driver against this device, for the lack of better words.

Buying another Windows license is expensive and not really necessary. Using an old PC as a file server is (in my opinion) a useful way of using "old" hardware.
