Did the XBOne ever send bitstreamed audio? All audio is decoded first by the XBOne. Then if it is bitstreamed, it would be in an old legacy format. SInce once all audio is decoded it has to be re-encoded to DD or DTS. PCM output is the best option since any Advanced audio codecs decoded would be converted to an inferior format for bitstreaming. They just "updated" their audio settings and for some reason removed bitstream out. I turned on my xbox yesterday and had no sound. I have a 7.1 system and no matter what I do now the Series X will not recognize 5.1 or 7.1 uncompressed in my setup. Hopefully they add bitstream back.
