This isn't a bug. this is normal. XMMS has control of your soundcard, and nothing else can use it until it's free. This is why you need to run artsd, and have xmms output to arts - get the xmms-arts plugin. What is abnormal is that xmms dies - generally, you just don't get sound from other apps, but the one locking the card should continue unaffected.

Failed to open the audio device - Ableton Forum
https://forum.ableton.com/viewtopic.php?t=165789
It keeps giving me this error: "Failed to open the audio device "ASIO US-224 (16 bit)". If I select the 24bit option it gives me the same problem. I've googled and found no help. Can anyone hazard any guesses as to what might be wrong or make any suggestions on what I could do to remedy this or at least debug it?

Connection refused means it was compiled with pulseaudio, you need to start pulseaudio daemon to record audio. Alternatively you can compile with alsa, you need to edit configure.ac for that, or you can termporary remove pulse headers.
